Have the ability to overdraw any given work item in a contract

City of Norman wants to be able to overdraw the amount on any given work item. They feel the amendments are too much work for something they would typically handle administratively through council action.

Even if they overdraw on a work item, it doesn't necessarily mean that they're exceeding a contract value.

A brief of your feedback Will need to evaluate this further. The effort to incorporate alternate WF is higher, need to understand the requirement in detail. Putting it on hold for now.
